The Syrian Council for Coordinating Business Councils, under the auspices of the Ministry of Economy and Industry, launched the "National System for Joint Syrian Business Councils" and announced the issuance of the "Code of Conduct" and the "Executive Guide" for the chairs and founders of these councils. This took place during a major event held at the Palace of Conventions in Damascus, attended by a number of ministers, government officials, ambassadors, heads of business councils, and private sector leaders, reflecting the official interest in the national economy and reorganizing its regional and international presence.
Institutional Governance and Developmental Responsibility
The new system is based on Ministerial Decree No. 25 issued by the Ministry of Economy and Industry, under which the "Syrian Council for Coordinating Business Councils" assumes the role of the regulatory and coordinating body for bilateral councils. The system is built on the principle of participatory governance and institutional discipline, where the continuity of councils is linked to their actual performance to protect them from superficial operation. The councils also take into account the developmental and social dimension by supporting economic development, expanding job opportunities, and developing national competencies, transforming scattered individual relations into an organized presence that gives the private sector a unified national voice that ensures seriousness and impact abroad.
A Three-Level Organizational Structure
The system structurally consists of three integrated levels, including:

Bilateral Councils: The core unit covering economic relations with each specific partner country.

Working Groups: Grouping councils according to geographical scopes and joint agreements to coordinate efforts regionally and commercially.

Sectoral Councils: Working horizontally and consisting of the heads of sectoral committees within the bilateral councils.
This structure is supported by a package of supporting tools including: the National Platform for Business Councils, the Unified Membership Portal, and the Key Performance Indicators (KPIs) System.
Strategic Vision and Four Main Objectives
The Minister of Economy and Industry, Dr. Nidal Al-Shaar, emphasized that this code is part of the state's direction to rebuild its economic tools on more mature institutional foundations to serve as organized channels that open markets for Syrian companies. For his part, the Chairman of the Coordinating Council, Mr. Rawad Ramadan, pointed out that the system is currently undergoing a phase of gradual expansion to establish new councils with other countries according to clear accreditation standards, with the Council issuing executive instructions and supporting templates successively.{C}
In the context of Syria's gradual economic repositioning regionally and internationally, the system is based on achieving four main objectives:
