Cancellation of Industrial Plot Allocations for Non-Compliant Companies in Adra Industrial City, Damascus

 

The management of Adra Industrial City, under the Ministry of Economy & Industry, has issued a decree cancelling the allocation of several industrial plots belonging to investment companies. This decision follows their failure to comply with enforceable regulations and laws, as well as their failure to finalize contracting procedures within the specified deadline.

Decrees No. 124 and 125/M.D. were issued based on the provisions of the investment system and the minutes of the specialized committees. These committees reviewed the files of contractors who had paid only the initial installment—ranging between 20% and 30% of the total value of the allocated plots—without completing the remaining administrative and legal procedures.
The industrial city administration had previously granted investors a maximum deadline of 15 days to finalize their contracts based on the specified rates, which range between $30 and $35 per square meter, and to adhere to Investment System No. 432 of 2025. However, the companies' lack of response within the legal timeframe led to the immediate cancellation of their plot allocations.
The cancellations heavily impacted plots allocated to "Bidaya Closed Joint Stock Holding Company" within the second sector. The revoked real estate plots were distributed across three main categories:

 

  • Engineering Plots: Cancellation of the allocation for plots (201 and 220), covering a total area of 9,927 square meters.

  • Food Industry Plots (First Group): Cancellation of the allocation for four plots including (870, 871, 872, and 873), spanning an area of 10,044 square meters.

  • Food Industry Plots (Second Group): Cancellation of the allocation for nine adjacent plots, comprising a major total area of 39,048 square meters.

These administrative actions underscore the industrial city management’s firm approach toward resolving the issue of unutilized plots, with plans to re-offer them to serious investors to boost manufacturing and industrial production cycles
